Het kan nuttig zijn om specifieke doelgroepen te benoemen in het loopbeleid.
Denk bijvoorbeeld aan:
- Mensen met een beperking. Maak daarbij onderscheid naar verschillende soorten beperkingen. Bijvoorbeeld lichamelijk, verstandelijk, cognitief, meervoudige beperking en zintuiglijke beperking (bijv. blind, slechtziend of doof)
- Kinderen (0-4 en basisschoolleerlingen) en hun ouders
- Tieners en jongvolwassenen
- Ouderen
- Vrouwen
- Mensen met een migratieachtergrond
- Mensen in beweegarme wijken
- Mensen in wijken waar vervoersarmoede speelt
- Werknemers
De doelgroepen sluiten aan bij de visie.

De Omgevingsvisie benoemt expliciet kwetsbare doelgroepen. “Het gaat dan met name om kinderen/jongeren, ouderen en fietsers. Bij verschillende vervoerwijzen zijn er tal van belemmeringen die (potentiële) reizigers ervaren. Zo zijn sommige bestemmingen op bepaalde tijdstippen, bijvoorbeeld ’s avonds, niet te bereiken, of is de openbare ruimte (straten, stoepen) niet (goed) geschikt voor bepaalde gebruikersgroepen. Soms kunnen die barrières leiden tot vervoersarmoede.”
